Step 1: Download and install the Folders plugin.

Step 2: In the “Folder Settings” menu, select which post type you want folders to be used with.

My usual categorisation plugin stopped working with WordPress 5.3 and I went through several plugins before finding this one that works well. The drag-and-drop is friendly, and unlike the old plugin I can do bulk moves. I'm pleased I discovered this one, and I'm going to make it the default for all my client installations!
